Masterton District Council has awarded the contract for the CBD infrastructure upgrade project to John Fillmore Contracting (JFC).

Local contractors PCL and Pope & Gray have been engaged by JFC to complete the work.

The project includes the replacement of the water main, reconstruction of footpaths, and resurfacing of the road between Jackson and Park Streets.

This all-in-one approach aims to minimise disruption by avoiding the need for multiple separate projects. The work will start in March 2026 and will proceed in stages. The full upgrade is expected to take around eight months.

Stage 1 began on Monday 9 March, the road is closed in both directions but the footpath will always be open for pedestrians.



Project Updates

Friday 20 March

  • The watermain on the western side of the site is complete and undergoing pressure testing.
  • The new main will be connected on Tuesday 24 March and there will be a brief shutdown period between 6am and 9am while this happens. This will only affect the section of Perry Street between Queen and Chapel.
  • The project hub is ready for visitors at 156 Queen Street, this is open to the public so you can pick up more information.
  • Site setup has begun with both lanes of traffic closed for stage one of the project.
  • JFC are installing signage to help direct foot traffic.

  • JFC have confirmed that the work will start on the middle block, between Perry Street and Lincoln Road.

  • Retailers have taken part in a free digital marketing workshop provided by Council.

A project kick-off meeting was held with JFC and project dates have been confirmed. Site setup will begin on 9 March and construction will start on 16 March. The order of the work will be confirmed after a programming meeting on 9 February.

The contract was awarded to John Fillmore Contracting at the Wednesday 10 December Council meeting. We're working with them to finalise the exact start date which will be in early March after Golden Shears.
